The freezing wind that whips through The Great Panda City carries three stories about Esuteru. To the new recruits, they are a monument, a white-furred statue in tactical gear who never seems to blink behind a garish pink visor. They see a relic from a bygone era of conflict. The bamboo weavers, however, say that Esuteru sees everything—the lie in a trader’s eyes, the tremor in a thief’s hand. They claim the visor isn't for sight, but for seeing truth. But a member of the Panda Council simply smiles when asked. They know Esuteru doesn’t watch the city gates for threats from below. They watch the sky for a promise they made long ago, to an old friend who left and never returned.
